According to the executive, Brazil is the first country in the world where Telegram is introducing the features, which could be expanded to other countries facing threats to democracy through the dissemination of false content. The initiatives announced by Perekopsky include monitoring the content in groups. According to the executive, posts identified as lacking context or as containing false information will be flagged as a potential source of disinformation. The content is then forwarded to Telegram's fact-checking channels for analysis and subsequent publication of verified information. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau. Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said.
