دکتر مسعود پزشکیان، با تکیه بر توانمندی‌های فردی خود و تیم قوی سیاست خارجی دولت چهاردهم، می‌تواند بیرق تاسیس یک سازمان منطقه‌ای موثر و کارآمد تحت عنوان سازمان همکاری غرب آسیا را به دست بگیرد. ایران، عربستان و ترکیه باید سه راس اصلی این سازمان منطقه‌ای باشند. این سازمان می‌تواند به مقابله با چالش‌های پیچیده و بحران‌های متعدد منطقه بپردازد و زمینه‌ساز توسعه و رفاه عمومی شود. نقش ایران در پیش‌قدم شدن برای تأسیس این سازمان، می‌تواند به تحقق این هدف کمک شایانی نموده و منطقه را به سوی آینده‌ای بهتر و پایدارتر هدایت کند.

Relying on his individual abilities and the strong foreign policy team of the 14th administration, Dr. Masoud Pezeshkian can hoist the banner of establishing an effective and efficient regional organization called the West Asia Cooperation Organization. Iran, Saudi Arabia and Türkiye should be the three main heads of this regional organization. This organization would deal with complex challenges and multiple crises in the region and become the foundation for development and public welfare. Iran's role in taking the initiative to establish this organization can help achieve this goal and lead the region to a better and more stable future.

معاونت علمی، فناوری و اقتصاد دانش‌بنیان ریاست محترم جمهوری نقش کلیدی در توسعه اقتصادی و ارتقای جایگاه علمی و فناوری کشور دارد. با توجه به اهمیت اقتصاد دانش‌بنیان و ضرورت توسعه زیست‌بوم‌های نوآوری، این گزارش سیاستی با هدف ارائه راهکارهای اجرایی به رئیس‌جمهور جهت تقویت و گسترش این حوزه‌ها تهیه شده است.

📃Introduction:
The Vice Presidency for Science, Technology and Knowledge-Based Economy plays a pivotal role in the economic development and enhancement of the country's scientific and technological standing. Given the importance of a knowledge-based economy and the necessity of developing innovation ecosystems, this policy report has been prepared to provide actionable recommendations to the president to strengthen and expand these areas.
This comprehensive and strategic program has been designed with the goal of advancing science and technology, elevating Iran's position in the global knowledge-based economy, strengthening technology and innovation infrastructures, supporting knowledge-based companies and startups, developing specialized human resources, creating infrastructure and expanding cultural innovation centers, developing the ecosystem of creative and culture-based industries, and promoting the concept of social innovation. It is hoped that the successful implementation of this program will lead to significant advancements in the country's science and technology sector.

📃مقدمه:
گستردگی و پیچیدگی شرایط حاکم بر مناسبات بین‌المللی و دگرگونی فزاینده در مناسبات دوجانبه و نیز ظهور کنشگران متعدد در عرصه بین‌المللی موجب تغییرات بنیادین در عرصه دیپلماسی شده است. در کنار دیپلماسی رسمی که ناظر بر اقدامات و وظایف کارگزاران رسمی دولت‌ها بود، نوع جدیدی از دیپلماسی غیررسمی متولد شد که جوزف مونتویل آن را «دیپلماسی خط دو» نامید. اندیشکده‌ها به عنوان یکی از بازیگران غیردولتی، توانسته‌اند تبدیل به یکی بازیگران عرصه روابط بین‌الملل و دیپلماسی خط دو شوند. اندیشکده‌ها می‌توانند با ارائه ایده‌ها، تحقیق درباره موضوعات مهم جهانی، برآورد و تحلیل سیاست‌ها، ایجاد فضایی برای اجتماع نخبگان و تبادل ایده، ارائه پیشنهاد به دولت‌ها و سازمان‌های بین‌المللی، ارائه آموزش و تلاش برای تکمیل خلاء بین دانشگاه و دولت، نقش مهمی را در حوزه دیپلماسی و روابط بین‌الملل ایفا کنند. در یادداشت کوتاه زیر، به مفهومی به نام «دیپلماسی اندیشکده‌ای» می‌پردازیم و کارکردها و ظرفیت‌های اندیشکده در عرصه سیاست خارجی را با ذکر نمونه‌هایی بررسی می‌کنیم.

📃Introduction:
The complexity and vastness of international relations, along with the increasing transformation of bilateral relations, and the emergence of multiple actors in the international arena have led to fundamental changes in the field of diplomacy. In addition to traditional diplomacy which involves the actions and duties of official state representatives, a new form of informal diplomacy has emerged which Joseph Montville refers to as "Track Two Diplomacy". Think tanks, as non-state actors, have become key players in the realm of international relations and Track Two Diplomacy. These institutions can play an important role in the field of diplomacy and international relations by offering ideas, conducting research on critical global issues, assessing and analyzing policies, creating spaces for expert gatherings and exchange of ideas, providing recommendations to governments and international organizations, offering training, and lastly bridging the gap between state and academia. In this policy brief, we explore the concept of "Think Tank Diplomacy" and examine the functions and capacities of think tanks in the field of foreign policy while citing relevant examples.
