A third federal judge on Monday blocked President Donald Trump’s executive order ending birthright citizenship for the children of people who are in the U.S. illegally.

The ruling from U.S. District Judge Joseph N. Laplante in New Hampshire comes after two similar rulings by judges in Seattle and Maryland last week.

Laplante, who was nominated by Republican President George W. Bush, said he wasn’t persuaded by the Trump administration’s defense of the executive order. He said he would issue a longer preliminary injunction later explaining his reasoning.

A lawsuit filed by the American Civil Liberties Union contends that Trump’s order violates the Constitution and “attempts to upend one of the most fundamental American constitutional values.”

🤡 The Vatican's charity voiced outrage Monday at what it called the “reckless” and “unhuman” U.S. plans to gut USAID, with Pope Francis’ point-man on development aid insisting that the Trump administration remember Christian principles about caring for others as it begins governing.

Cardinal Michael Czerny, a Czech-born Canadian Jesuit, is one of the cardinals most closely associated with Francis’ pontificate and heads the Vatican office responsible for migrants, the environment, the church’s Caritas Internationalis charity and development.

Caritas on Monday warned that millions of people will die as a result of the “ruthless” U.S. decision to “recklessly” stop USAID funding, and hundreds of millions more will be condemned to “dehumanizing poverty.”

In an interview with The Associated Press, Czerny said every incoming government has the right to review its foreign aid budget, and even to reform an agency like USAID. But he said it’s another thing to dismantle an agency after it has made funding commitments.

🔥😆Since President Donald Trump signed an executive order to pause billions of dollars going to spending on climate programs by the federal government, the freeze has halted payments put into motion by the Biden administration's Inflation Reduction Act (IRA), potentially cutting billions of dollars in government spending in government spending.

According to the Washington Post, the freeze has caused "chaos and confusion" within climate groups getting grants from the giant spending bill. During Biden's final weeks in office, federal agencies were racing to send out billions of dollars from the IRA and 99 percent of the payments that have gone out cannot be reversed, the outlet reported.

However, of the $50 billion that has been awarded in grants, only around $18 billion has actually been paid out to recipients, meaning that $32 billion could potentially be pulled back by the Trump administration. Around $20.5 billion of that $32 billion unspent is from the Environmental Protection Agency (EPA).

A union representing employees across dozens of federal agencies filed two lawsuits on Sunday against the acting director of the Consumer Financial Protection Bureau, with one seeking to block the apparent shutdown of the agency and another aimed at stopping Elon Musk's Department of Government Efficiency from accessing employee records and information.  

The CFPB is an independent government agency established by Congress in the wake of the 2008 financial crisis “to protect consumers from corporate fraud and scams.” President Trump named Russell Vought, the Senate-confirmed head of the Office of Management and Budget, to run the CFPB on an acting basis after firing its previous director.

Federal agencies have awarded nearly $50 million over the past four years to the Aspen Institute and the Atlantic Council—well-funded liberal think tanks which between them boast 50 donors who have given them at least $1 million—for projects that include a $6 million program to provide "virtual exchanges" for students in the Middle East, and $300,000 to host a conference to empower women in Saudi Arabia.

The grants are but two examples of the taxpayer funds that flow to the country’s biggest think tanks. The State Department, USAID, and Department of Defense have awarded $15.3 million in grants, cooperative agreements, and contracts to the Atlantic Council since 2021, and $32.6 million to the Aspen Institute over the same span, according to federal spending records.

Taxpayer support for two deep-pocketed institutions could draw fresh scrutiny as the Trump administration—largely through the Department of Government Efficiency, the government unit led by Elon Musk—is scouring the federal government’s books for signs of fraud and wasteful spending. Trump this week moved to shut down USAID, an independent agency that has long worked with the State Department, over its funding for foreign aid programs deemed to be wasteful and nonessential.
