Telegram has announced a number of measures aiming to tackle the spread of disinformation through its platform in Brazil. These features are part of an agreement between the platform and the country's authorities ahead of the elections in October. Public channels are public to the internet, regardless of whether or not they are subscribed. A public channel is displayed in search results and has a short address (link). With the administration mulling over limiting access to doxxing groups, a prominent Telegram doxxing group apparently went on a "revenge spree." As of Thursday, the SUCK Channel had 34,146 subscribers, with only one message dated August 28, 2020. It was an announcement stating that police had removed all posts on the channel because its content “contravenes the laws of Hong Kong.” Unlimited number of subscribers per channel
