While i do agree that there's luck involved. But then, there's luck involved in almost every aspect of life. Let's ignore that and try to answer your question.
Because people pass mains, which is super tough, they almost get this feeling that they deserve it and therefore find it difficult to see through the reality. Leaving aside the luck factor, the reason why people do not perform well in the personality test, is because, people can pass mains through just sheer mental prowess but in the personality test, it's a different ball game. Your entire cognitive system is no longer behind the screen but on display in real time. You can say the most intelligent answer and still sweat like an introvert or act arrogant while answering that.
Your biases, your stereotypes, your flaws in cognition, your inability to think rationally about a topic that triggers you can also be there in your personality despite you being a brilliant academic and intelligent mind (which is what it takes to pass mains).
Having worked closely with aspirants over the years, I've seen people with humility and soft skills combined with decent amount of intelligence score above average marks. It's who you are that matters the most in the interview rather than just how intelligent you are.
Soft skills is the number one criteria for high scores in the personality test (I'm just taking about high score in the interview and not the final merit, because some people get top ranks even with a low interview score and high mains marks, that's another story). Because at the end of the day, you're interacting with humans in a closed room, all you got to do is come across as a pleasant and good human. It's sound easy but is not because you've everything at stake and it's difficult to fake such composure unless you're really that person.
Another reason why people don't perform good in the personality test, is because they don't find enough time to prepare for the information in their DAF. Some people have their interviews scheduled in about just a month after the mains result because of which they barely find any time between mock interviews, deciding the attire and revising their study resources. We don't have the habit of preparing for the personality test, well in advance.
It's these observations that has fortunately enabled me to come up with this book. People can actually score better if they knew all this information right from the beginning of there preparation. But unfortunately, nobody pays attention to the personality test and think of it as a last minute job. And even, the biggest institutes just conduct mock interviews and try to take advantage of that. One can actually uplift their personality and learn soft skills throughout their preparation phase, if they are humbly told what to do. :)
