According to media reports, the privacy watchdog was considering “blacklisting” some online platforms that have repeatedly posted doxxing information, with sources saying most messages were shared on Telegram. As of Thursday, the SUCK Channel had 34,146 subscribers, with only one message dated August 28, 2020. It was an announcement stating that police had removed all posts on the channel because its content “contravenes the laws of Hong Kong.” In 2018, Telegram’s audience reached 200 million people, with 500,000 new users joining the messenger every day. It was launched for iOS on 14 August 2013 and Android on 20 October 2013. Ng was convicted in April for conspiracy to incite a riot, public nuisance, arson, criminal damage, manufacturing of explosives, administering poison and wounding with intent to do grievous bodily harm between October 2019 and June 2020. Hui said the messages, which included urging the disruption of airport operations, were attempts to incite followers to make use of poisonous, corrosive or flammable substances to vandalize police vehicles, and also called on others to make weapons to harm police.
