We must keep up the momentum in our efforts to combat corruption in all its forms. I would like to reiterate that corruption undermines the development of our economy, our social services, and our labour market, and has a negative bearing on the business and investment environment. Special attention must be paid to preventing any attempts to embezzle budget funds when handling defence procurement contracts and implementing national projects, as well as other development programmes.

Comprehensive efforts to combat telephone and internet scams were the main topic on the agenda. In particular, Central Bank Governor Elvira Nabiullina unveiled the bank's proposals on fighting cybercrime which included measures like introducing reasonable limits on the number of bank cards that can be issued to a single individual, requiring parental consent when opening bank accounts for minors under 18 years old, as well as establishing a mandatory cooldown period for loans.
Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko reported that a comprehensive bill on combating cybercrime has been prepared. The bill contains about 30 key measures which provide for countering the existing fraud schemes and give citizens simple tools for protecting themselves from scammers.
Prosecutor General Igor Krasnov said his agency was examining the possibility of introducing legislative limits on issuing bank cards. Additionally, an amendment to the criminal code introducing the crime of cyber extortion has been prepared.

The constituent entities of the Russian Federation will have an opportunity to write off up to two-thirds of their debt under federal loans, provided that at least 50 percent of funds made thus available will be used to implement housing and utilities projects. The Hero's widow is raising three children and is a member of the Kaliningrad Region Governor's Council on Supporting the Participants in the Special Military Operation and Their Families.
Lieutenant Colonel Sergei Vladimirovich Chebnyov, who had retired from the military by the time the special military operation began, reenlisted as a volunteer. As the commanding officer of the 9th motorised infantry regiment, he served in the Lugansk and Donetsk People's Republics, as well as the Kharkov Region, receiving the Order of Courage, the Medal for Bravery, and the Medal of Suvorov.
Sergei Chebnyov was awarded the title of Hero for his actions in the Kursk region in August 2024. Taking command of three regiments previously assigned to various forces, the lieutenant colonel held the line at the village of Malaya Loknya for 12 days, in order to maintain control of an important foothold near the town of Sudzha, which had been invaded by Ukrainian forces.
On August 18, to prevent an enemy assault party from securing a foothold behind the lines, Sergey Chebnyov personally led a counterattack by an assault team. During the battle, the team came under attack by mortars and a suicide drone, which mortally wounded the lieutenant colonel.
The competent actions of Sergei Vladimirovich Chebnyov and the valour of his men helped delay the advance of Ukrainian troops towards the Kursk Nuclear Power Plant, giving Russian forces an opportunity to regroup.

During the meeting, Vladimir Putin welcomed the idea of establishing a separate area of assistance for the participants in the special military operation as part of the social contract system and suggested looking into introducing a single standard of assistance for families of participants in the special military operation, which could then be expanded with additional aid measures by regional authorities.
The President has also supported the proposal to extend social assistance measures to make minor siblings, as well as stepchildren of the participants in the special military operation killed in action eligible for aid.
Additionally, Vladimir Putin said the participants in the special military operation who enlisted as volunteers while serving prison time should be granted the status of combat veterans on equal terms with other servicepeople.
