Vladimir Putin held a meeting of the Presidential Council for Strategic Development and National Projects. Key points:
🔸As part of the Ecology national project, 242 accumulated environmental damage sites, including 157 major landfills, have been eliminated in sixty Russian regions.
🔸Thanks to the modernisation of airports and the expansion of the destination network, non-stop flights are becoming more prevalent: the share of flights connecting cities directly without going through Moscow is currently over 50 percent.
🔸In recent years, a powerful construction sector has been successfully created in infrastructure, including motorways, railways, and ports. This sector comprises diversified companies that possess skilled workforce, expertise, and equipment, and are ready to build new industrial and logistics facilities.
🔸Reaching balanced growth with low unemployment and moderate inflation is the main challenge for the Russian economy at the moment.
🔸We will continue to increase Russia's potential in production, thereby creating a supply-side economy. To support businesses, we will use measures that will have maximum impact on increasing the output of goods and services.
🔸The coming year will be a key period for starting a new phase in the country's technological development. Our goal should be ensuring that our own solutions in technology become competitive on a global scale, so that we could reach the global market and use them as a basis to consolidate our leading role in various areas.
🔸Considering the global demographic crisis unfolding at the moment, which has affected Russia as well, one of the most important domains for the government's efforts is supporting families and increasing the birth rate.

Vladimir Putin's speech at the Union State Supreme State Council meeting. Key points:
🔹Over the past 25 years, Russia and Belarus have worked very extensively together in terms of deepening their reciprocal integration in social, economic, and cultural domains, harmonising their laws, and ensuring their common defence and security.
🔹Trade and mutual investment are growing within the Union State, with conditions created for a stable and sustainable economic growth for both our countries.
🔹From January to September, the trade between the two nations grew by 8.4 percent, totaling over $37 billion. Thus, Russia accounts for more than half of Belarus' external trade. In turn, Belarus is Russia's fourth trade partner.
🔹Russia has invested over $4 billion in the Belarusian economy. About 2,500 companies with Russian participation operate in the country.
🔹The two nations are expanding their cooperation in energy and continue building unified gas and oil markets. The Belarusian Nuclear Power Plant, constructed by Russia's Rosatom, is in operation. An agreement on creating a single electricity market is ready for signing, and once signed, it will reduce electricity prices for end consumers.
🔹The scope of bilateral cooperation in industry is expanding too, with an emphasis on providing import substitution and increasing the share of high-value-added goods.
🔹The countries have established a reliable partnership and cooperation in knowledge-intensive industries, in digitalisation and microelectronics, as well as in informatisation. A decision will be made today on introducing reasonable tariffs on communication services and data transmission within the Union State.
🔹Russia and Belarus are cooperating closely in international affairs, our stances on current global and regional issues are either the same or closely aligned. Amidst unprecedented international pressure, Russia and Belarus stay in close cooperation and provide support to each other as true allies.
🔹Our countries are also increasing cooperation in defence and security, as well as in the military-technical domain: the defence space of the Union State is protected with a unified air defence system, and a joint group of forces has been established. Today we will sign the Interstate Treaty on Security Guarantees within the Union State.
🔹The year 2025 will mark the 80th anniversary of the Victory in the Great Patriotic War. Both in Russia and Belarus, people remember the heroic deeds of their fathers and grandfathers who fought against Nazism side by side and hold these deeds sacred. We will continue to do our best so that future generations never forget the cost that had to be paid for peace and freedom.

Since we have signed a treaty to guarantee each other's security using all means and weapons available, I think that deployment of complexes like Oreshnik on the territory of Belarus is possible. That's [number] one.
Number two: this will possible in the second half of next year as the mass production of these missiles is ramped up and as these missile complexes are fielded by the Russian Strategic Rocket Forces.

Comment by Presidential Press Secretary Dmitry Peskov
We have carefully read the statement by US President-elect Donald Trump, made after his meeting with Macron and Zelensky in Paris.
President Putin has repeatedly said Russia was open to negotiations on Ukraine and welcomed peace initiatives, primarily those coming from countries of the Global South, as well as our BRICS partners, including China, Brazil, and South Africa, and the United Arab Emirates, Qatar, and Saudi Arabia, which are engaged in work on the humanitarian track.
Our stance on Ukraine is well known. The conditions required to cease the hostilities immediately were laid out by President Putin in June this year in his speech at Russia's Foreign Ministry.
What bears reminding here is that it was Ukraine that rejected negotiations, and the country still rejects them. Moreover, Zelensky has, by his own decree, banned himself and his presidential office from making any engagements with the Russian leadership. This particular stance of theirs remains unchanged. Yet, all Zelensky has to do to enter a trajectory of peace is to revoke this decree and issue an order to resume dialogue on the basis of arrangements made in Istanbul and with account taken of the realities taking shape on the ground.
As for the data on both sides' casualties, these were obviously presented in accordance with the Ukrainian narrative and reflect the official position of Ukraine. The actual casualty figures are completely different. Ukraine's casualties are many times higher than Russia's.
If such a casualty pace is maintained further, Ukraine's manpower will be completely depleted, and the country will have to lower the mobilization age to 18 years and step up the press-ganging practices. However, even all these measures will not change the catastrophic situation the Ukrainian forces are now finding themselves in. This is not news for Ukraine itself or for international observers.
On December 9, Vladimir Putin will take part in a ceremonial event marking the Heroes of Fatherland Day to present Gold Star medals to Heroes of Russia

In particular, people awarded the titles of Hero of the Soviet Union and Hero of the Russian Federation, Full Cavaliers of the Order of Glory, and Cavaliers of the Order of Saint George will be in attendance.
