The President heard reports on the progress of the special military operation and sent his best wishes to servicepeople for the upcoming New Year

Supreme Commander-in-Chief of the Armed Forces of the Russian Federation Vladimir Putin heard reports detailing the progress of the special military operation from Chief of the General Staff – First Deputy Defence Minister Valery Gerasimov as well as force grouping commanders.

The President thanked everyone for their service and extended his warmest wishes for the upcoming New Year to servicepeople and participants in the special military operation.

The President has approved a list of instructions following the AI Journey Conference

The Government was in particular instructed to:

🔹provide methodological support for implementing AI technologies in the domain of public administration at both federal and local level;

🔹submit proposals on expanding the use of AI technologies for providing additional training and advice of schoolchildren in general subjects;

🔹take steps aimed at hosting a strategic session/international foresight event in Russia that would focus on fundamental exploratory research with the purpose of further development of AI.

Additionally, the Government, in cooperation with Sberbank, is to ensure further cooperation with the PRC in conducting research and development in the domain of AI and to look into publishing an international journal on the development of AI technologies in Russia.

Vladimir Putin has approved a list of instructions following the meeting of the Council for State Policy on Promoting the Russian Language and Languages of the Peoples of the Russian Federation

According to the document, the Council, together with the Government, were instructed to take steps aimed at producing a draft version of the national language policy principles.

Additionally, the President has instructed:

🔹the Government to propose further support measures in terms of Russian language acquisition for foreign specialists, as well as steps to build an international talent pipeline for Russian studies professors, and to lay the groundwork for teaching Russian to children with a migration history who do not speak Russian or have a poor command of it;

🔹the Government, together with the Council, to submit proposals on creating a unified methodology for teaching Russian language and Russian literature, as well as a single federal line-up of textbooks in Russian, Russian literature, and reading;

🔹the Ministry of Education to look into creating a unified line-up of secondary school textbooks in languages of Russia's republics, and to submit proposals on modernising secondary school libraries, acquiring books for their bookstocks in a systematic manner, and organising professional and advanced training of librarians;

🔹the Ministry of Education, in cooperation with the executive bodies of Donetsk and Lugansk People's Republics and Zaporozhye and Kherson Regions to ensure educational institutions of the aforementioned constituent entities are the first to receive the equipment needed to implement the primary and secondary curricula in Russian language and Russian literature;

🔹the Ministry of Science and Higher Education and the Ministry of Education to submit proposals on integrating the National Vocabulary Foundation state information system with the My School federal system;

🔹the Ministry of Culture, together with the Ministry of Digital Development, Communications and Mass Media and the executive bodies of the constituent entities to support the holding of book festivals and fairs, including the annual Russian Children's Book Week;

🔹the Ministry of Foreign Affairs to ensure Russia's foreign missions hold yearly events dedicated to the Slavonic Literature and Culture Day and the Russian Language Day.

On Christmas night, the President attended a service held in the Church of Great-Martyr Saint George the Victorious on Poklonnaya Hill in Moscow

Participants in the special military operation, volunteers, and their families, with whom Vladimir Putin had met previously as part of various Year of the Family events, attended the service together with the Head of State.

Later in the night, the President arrived in the Cathedral of Christ the Saviour to present his best wishes for the holiday to Patriarch Kirill of Moscow and all Russia. At the request of Vladimir Putin, the Patriarch personally consecrated cross pendants to be delivered to commanders of force groupings undertaking particularly important missions in the special military operation zone.
Vladimir Putin spoke on the phone with ninth-grader Arina Porkhal from the city of Gorlovka, who is a recipient of the New Year Tree of Wishes charity campaign wish

The President helped make Arina's wish of taking a trip to St Petersburg come true. Together with her older sister and nephew, Arina came to the city for the first time, admired its major landmarks, visited its museums, and also saw a ballet performance and an ice show.

In December 2024, during his appearance at the #WeAreTogether international awards ceremony, the President has once again taken part in the New Year Tree of Wishes campaign, picking three postcard ornaments containing children's wishes.

Russia shares the grief of those who lost their relatives and friends in this disaster and hopes for a speedy recovery of those who suffered injuries.

Culture Minister Olga Lyubimova spoke on Russia-China cooperation in film industry

The dialogue between the two countries in the domain of cinema will be one of the main topics of the upcoming telephone conversation between Vladimir Putin and President of the People's Republic of China Xi Jinping.

Some of the key points of the minister's speech:

🔹After the BRICS Summit in Kazan, talks were held with China Media Group and China Film Administration. The Chinese colleagues have confirmed their willingness to accelerate the cooperation.

🔹A proposal was made to develop a systemic approach in order to promote the best domestically produced pictures, but also to co-produce films that could be shown in China with no restrictions and would showcase values shared by the two peoples.

🔹Russia's Culture Ministry has prepared a draft interdepartmental roadmap for film coproduction. The document was handed over to the Chinese side in early December 2024.

🔹There are plans to arrange a working trip of a delegation of Russia's leading filmmakers to China in early 2025 so that they could familiarize themselves with the main centres of production of China's film industry. The Russian side has also offered to arrange similar trips for Chinese film producers to see Russia's most scenic places.

🔹The plans to establish the Eurasian Academy of Cinematographic Arts and hold an open Eurasian film awards ceremony represent one of the key areas of Russia-China cooperation.

🔹As part of the ongoing Years of Culture between Russia and China, there are plans to hold a special session for filmmakers from both countries at the 11th St Petersburg International United Cultures Forum.

On response and recovery efforts following tanker accident in the Black Sea

Emergencies Minister Alexander Kurenkov reported on the current status of the disaster zone. The President commented on the report:

Judging by what I see and the information I receive, I conclude that all the efforts made to mitigate the damage are clearly insufficient. <...> We need to form a dedicated commission and operational headquarters that will work on-site – not at the local level, but led by senior officials from ministries and agencies, who should be deployed to the accident site. <...> We need to do everything possible to stop the leakage of petroleum products from the submerged tankers. Furthermore, it is necessary to consider and make plans for salvaging these tankers.


Vladimir Putin expressed gratitude to volunteers for their civic engagement. "I hope officials will treat the problem of mitigating the damage caused by this accident, this disaster, just as seriously," the President emphasised.
