🇷🇺🇷🇸 Vladimir Putin had a telephone conversation with President of Serbia Aleksandar Vucic

🔹The leaders expressed mutual willingness to further strengthen the strategic partnership between Russia and Serbia, which is based on spiritual, cultural, and historical ties between the peoples of the two countries. Aleksandar Vucic confirmed he would come to Moscow to take part in the celebrations marking the 80th anniversary of Victory in the Great Patriotic War and would also send a unit of the Serbian Armed Forces to participate in the Parade of May 9, 2025.

🔹Several practiсal issues related to the continued bilateral cooperation in various areas, primarily energy, were addressed in detail.

🔹Vladimir Putin emphasised any foreign interference in Serbia's internal political affairs was unacceptable and voiced his support for the steps taken by the legitimately elected authorities. Additionally, the Russian side expressed solidarity with President of Republika Srpska Milorad Dodik.

🔹Vladimir Putin took the opportunity to offer his best wishes to the President of Serbia on his recent 55th birthday. The leaders agreed to maintain contact on various levels.

The President has approved a list of instructions following his March 6, 2025 meeting with personnel and beneficiaries of the Defenders of the Fatherland foundation

🔹The Presidential Executive Office together with the Defenders of the Fatherland foundation were instructed to ensure amendments are made to the Executive Order No. 232 of April 3, 2023 so that families of the participants in the special military operation considered missing in action become eligible for the aid provided by the foundation.

🔹The Government was instructed to establish a separate area of support for combat veterans who participated in the special military operation aimed at helping them conduct business activities, while also providing for an increase in funding for the social contract-based state assistance programme.

🔹Additionally, the Government together with the Defenders of the Fatherland foundation were instructed to consider extending certain social assistance measures provided to children of the participants in the special military operation who died or were killed in action to cover their siblings under 18 years of age, as well as the unadopted children raised by the families of the participants in the special military operation who died or were killed in action.

🔹The Government together with the Russian Paralympic Committee and the Defenders of the Fatherland foundation were instructed to look into organizing competitions in sledge hockey, wheelchair boxing, and other sports included in the programme of the Paralympic Games in new formats.

🔹The State Council Commission on public and municipal administration, in cooperation with top officials of the constituent entities of the Russian Federation, was instructed to systematise the practice of providing region-level social assistance to the participants in the special military operation and their families, as well as the families of the participants in the special military operation who died or were killed in action, and establish a basic standard of regional-level social assistance provided to these categories of citizens.

🔹The Moscow Government was recommended to provide comprehensive support for the "Dad, I'm Waiting for You Back Home!" All-Russian Patriotic Festival.

Vladimir Putin held a meeting at the Kremlin with Perm Region Governor Dmitry Makhonin

As reported by the governor:
🔹one in three children born in the Perm Territory is born in a multi-child family, and around 140,000 families receive social assistance;
🔹1.7 million square metres of housing were built in the region in 2024, with the resettling of dilapidated housing residents in progress;
🔹the industrial production index reached 5.5 points in 2024 in general and 8.5 points for manufacturing;
the number of roads meeting regulatory requirements grew by 30 percent, and the traffic-related mortality rate decreased by over 20 percent;
🔹the sports infrastructure is being developed in the region, the goal being tripling the number of sports facilities built and increasing the share of residents who exercise regularly to 70 percent;
🔹projects in the field of potash and magnesium salts extraction are being carried out, with six investment projects currently in progress;
🔹participants in the special military operation and their families receive support, with about 400 families having used the new aid measure of family capital so far;
🔹a total of 190 events have been prepared as part of the upcoming celebrations of the 80th anniversary of Great Victory, including the "Train of Victory".

The President has approved a list of instructions following the January 15, 2025 meeting of the Pobeda (Victory) Organising Committee

🔹In particular, the Government together with the National Centre of Historical Memory was instructed to:

🔸determine the amount and sources of funding for constructing a visual content storage centre on the premises of Gosfilmofond (State Film Archive);

🔸in cooperation with the Government of the Leningrad Region and the Russian Military Historical Society, look into creating a museum complex based on the materials collected by the No Statute of Limitations research and education project;

🔸in cooperation with the Talent and Success foundation, look into developing higher education and supplementary vocational education curricula on historical memory and implementing such curricula based on the Sirius University;

🔸in cooperation with the Defenders of the Fatherland foundation and the Association of Veterans of the Special Military Operation, look into creating a citizen digital archive of life histories of participants in the special military operation.

🔹The Presidential Executive Office together with the Defence Ministry were instructed to submit proposals for holding the Family Zarnitsa competitions in all the constituent entities of the Russian Federation.

🔹The Defence Ministry together with the Russian Search Movement, the Ministry of Education, the Ministry of Science and Higher Education and the Russian Military Historical Society were instructed to develop a special programme of educational and memorial events on the battlefields of the Great Patriotic War as well as search expeditions for secondary school and university students.

🔹Top officials of regional authorities were recommended to provide additional health screening to the Great Patriotic War veterans and ensure they have all medications they need.

🔹Executive bodies of the constituent entities of the Russian Federation together with the Russian Military Historical Society were recommended to conduct a survey on the condition of memorials and monuments commemorating the heroes and events of the Great Patriotic War, including the communal and individual graves, and take appropriate steps to ensure they are renovated, repaired, and restored.

Vladimir Putin met with Arkhangelsk Region Governor Alexander Tsybulsky

The President was briefed on the social and economic development of the region over the past five years. In particular:

🔹The GRP of the Arkhangelsk Region grew by 80 percent, increasing from 550 to 834 billion rubles. The region's yearly revenue went from 55 to 98 billion rubles in 2024. The amount of investment currently totals at about 120 billion rubles.

🔹The Arkhangelsk Region is the leading force in terms of projects implemented by residents of the Arctic zone, with over 32 billion rubles of investment raised and 4,200 jobs created.

🔹The fishing fleet of the region has undergone a complete overhaul, with five state-of-the-art fishing vessels built. Since 2023, traffic through the Northern Sea Route has grown by 30 percent.

🔹Russia's oldest ship repair yard of Krasnaya Kuznitsa is currently building four advanced ice-class passenger ships.

🔹The Arkhangelsk Region became the pilot region to completely finish forest engineering efforts. In 2025, the region will launch the Arctic Retraining Centre for Wildland Fire Brigades.

🔹Almost 2,000 kilometres of roads and 50 bridges have been renovated according to regulations. The Northern Dvina Bridge, which is the world's northernmost moveable bridge, has undergone major repairs for the first time.

🔹Four of the region's airports have been modernised, with a new runway built at Solovki Airport, the runway of Kotlas Airport extended in length to 1,800 metres, and the runway of Velsk Airport completely rebuilt.

🔹9 new secondary schools and 21 kindergartens have been built in the region, with another six schools currently in construction. There are plans to carry out major repairs at 120 schools by 2027.

🔹Since 2020, 27,000 residents have been relocated from dilapidated housing. In 2024, 453,000 square meters of housing were put into operation.

🔹The Arkhangelsk Region is the front-runner in the Arctic mortgage programme: since it was put into force, 6,617 mortgages have been provided.

🔹In 2024, the cultural landscape of Kenozero Lake was listed as a UNESCO World Heritage Site.

🔹Since 2022, the region operates the We Are Stronger Together centre for assistance to participants in the special military operation and their families, as well as the "Defenders. Under an Archangel's Wing" retraining programme for participants in the special military operation.

On March 13, Vladimir Putin will hold talks with President of Belarus Alexander Lukashenko, who will be in Russia on an official visit

This will be Alexander Lukashenko's first foreign trip since his re-election as the Head of the Belarussian State.

The leaders will discuss key issues concerning the further development of the strategic partnership and allied relationship between Russia and Belarus, prospects for cooperation as part of the integration within the Union State, and some current international issues.

A number of bilateral documents are expected to be signed following the talks.

The President thanked the General Staff leadership, as well as the units that distinguished themselves by meritorious achievement, for the missions completed in the Kursk Region.

Some of the key statements by the Head of State:

🔹Our immediate task is to inflict a complete defeat on the enemy that has dug in in the Kursk Region and still keeps fighting here as promptly as possible and to completely liberate the entire region.

🔹According to the laws of the Russian Federation, any people who are present in the Kursk Region and commit crimes against civilians or oppose our armed forces, law enforcement agencies, or security services are considered terrorists. This is how their actions are treated by the Prosecutor General's Office of Russia, and it is specifically a terrorism probe that has been started against those people by the Investigative Committee of the Russian Federation.

🔹I would also like to reiterate that foreign mercenaries are not protected by the 1949 Geneva Convention relative to the Treatment of Prisoners of War.

🔹We need to think about the future, as well as about creating a security zone along the border.

🔹We treat everyone humanely, and we should keep treating everyone humanely in the future, including anyone who is taken into our custody.

I very much hope that our forces will accomplish all combat missions given to them, and the entire Kursk Region will shortly be liberated from the enemy.
