የኢኖቬሽንና ቴክኖሎጂ ሚኒስቴር ከኢትዮጵያ ልማት ባንክ፣ ከተባበሩት መንግስታት ልማት ፕሮግራም እና ከኮርያ አለም አቀፍ ትስስር ኤጀንሲ(KOICA) ጋር በመተባበር ኢኖቬቲቭ የንግድ ሀሳብ እና ምርት ያላቸውን ጀማሪ እና ነባር ኢንተርፕራይዞችን የብድር ዋስትና የፋይናንስ አቅርቦት ለማመቻቸት ጥሪ ያቀርባል። 
በመሆኑም መስፈርቱን የምታሟሉ አመልካቾች እዚህ በተቀመጠው መስፈንጠሪያ በመጠቀም ማመልከት እንደምትችሉ እያሳወቅን
አመልካቾች ማሟላት ስላለባቸው መስፈርቶች
-አመልካቹ የኢትዮጵያ ዜግነት ሊኖረው ይገባል
-አመልካቹ ኢኖቫቲቭ የንግድ ሃሳብ ያለው ስታርት አፕ ወይም ጥቃቅንና አነስተኛ ድርጅት መሆን ይኖርበታል
-ኢኖቫቲቭ የንግድ ሃሳቡ በኢኮኖሚ፣ በማሕበራዊ እና በገበያ ጉልህ አስተዋፅኦ ማምጣት የሚችል ስለመሆኑ
-አመልካቹ 50% መያዣ(collateral) ማቅረብ እንደሚችል ሕጋዊ ሰነድ ማቅረብ ይጠበቅበታል
-አመልካቹ የታደሰ የቀበሌ መታወቅያ፣ ፓስፖርት ወይም መንጃ ፍቃድ ያለው ስለመሆኑ
-አመልካቹ የታደሰ የንግድ ፍቃድ ያለው ስለመሆኑ
-አመልካቹ ከማነኛውም ባንክ ወይም ማይክሮ ፋይናንስ ብድር ነፃ መሆን ይኖርበታል
