🌐 Is a 'New Yalta’ Possible?

On February 12, 2025, the Valdai Club hosted an expert discussion dedicated to the 80th anniversary of the Yalta Conference

💬 Timofei Bordachev, moderator of the discussion, called this topic extremely interesting both from a historical point of view and from the point of view of modern international politics. He emphasised that we are talking about the anniversary of the configuration of the world order based on the United Nations, in which we lived and, perhaps, continue to live to this day. He added that now many dream of a "new Yalta" based on an agreement between the most significant states, inviting the participants to discuss how possible it is.

💬 Rein Müllerson, President of the Institut de Droit International in Geneva (2013–2015), called the Yalta Conference, along with the Potsdam and Tehran Conferences, one of the stages in the creation of a "world concert" with the leading role of great powers. The institutions created in the course of this process have played a positive role and continue to do so, he believes, although the situation is complicated by the inability of major powers to negotiate with each other. In the 1990s, instead of international law, they began to talk about a “rules-based order” that neglected both the principle of the non-use of force and the principle of non-interference in internal affairs. The principle of sovereign equality also disappeared. This state of affairs in international relations looked anomalous and could not exist for long, Müllerson is convinced. The question is whether the revolutionary changes that can be observed now in the United States mark the end of an old era or the beginning of a new one?

💬 Donald Trump is not destroying the old and not creating something radically new, but simply returning the United States to the course from which it strayed in 1991, believes Christian Whiton, Senior Fellow for Strategy and Trade at the Center for the National Interest (USA). If we look at the Yalta Conference from the perspective of today, we must admit that, despite all the complaints about its results, it was ultimately a success – and this is important in the context of the Ukrainian conflict and the Russian-American summit currently being discussed, he said. Whiton expressed hope that, as a result, the parties may be able to look at things in a new way and find areas for cooperation.

💬 "1945 was a year of contradictions that have largely remained unresolved to this day," said Richard Sakwa, Professor of Russian and European Politics at the University of Kent in Canterbury (UK). The most important of these is the issue of the pan-European order and security system. It seemed that it was eventually resolved at the end of the Cold War, but this was only an illusion – the Cold War continued with a cold peace that followed the same logic. However, one cannot constantly live on the brink of war: it is necessary to establish a peace based on other principles, principles of cooperation. Now there is often a talk about a “new Yalta”, but it is impossible without new thinking, Sakwa argued.

🤖 The Future of Artificial Intelligence: A World Without Secrets?

On February 13, 2025, the Valdai Club hosted an expert discussion dedicated to the future of artificial intelligenceAnton Bespalov, moderator of the discussion, invited the participants to address the prospects of a technological confrontation between China and the United States and Russia's place in it.

💬 Ruslan Yunusov, Co-Founder of the Russian Quantum Centre, called issues related to artificial intelligence very relevant. According to him, the development of this area requires large investments, because it is dependent on the rapid development of physical infrastructure, particularly computing power. "Everything is accelerating, and to stay in place, you need to run fast, to reach the point ahead, you need to run even faster," Yunusov noted.

💬 Xue Ying, a research fellow at the Xinhua Institute, believes that the race for leadership in AI has a strong impact on both the economy and international relations. AI improves efficiency in various fields, increasing productivity and creates new business models. The AI revolution in the economy will lead to serious changes in the world, including political ones, Xue Ying is convinced. In her opinion, it is necessary to move from competition in this area to cooperation that ensures sustainable development and makes the world a better place.

💬 Ilya Semerikov, head of the research group at the Russian Quantum Center, called for rethinking the world in the context of technology development, pointing out that the current world-leading linguistic model from DeepSeek is an open-source model. It is important to understand that the world has become indivisible. From a technological point of view, it has turned into one large open-source community, which it is necessary to integrate into. “There are no more secrets in the world, and those that exist remain only in our heads,” he summed up.

💬 Miša Djurković, Principal research fellow at the Serbian Institute of European Studies, raised the issue of ethical problems in the use of artificial intelligence and its legal regulation. He sees the need for clear legal regulation of AI at the national, regional and global levels and has suggested thinking about some kind of universal declaration of human rights in this area.

💬 Alexander Ulanov, Vice-Rector for Development, Innovation and Digitalization at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia, raised the issue of competitive advantages and the technological gap. Countries where certain technologies have emerged have economic advantages, which they seek to preserve in every possible way. This gives rise to protectionist measures. Speaking about the applicability of AI in the sphere of international relations, Ulanov noted that the use of open-source models not only accelerates developments, but also yields an exchange of worldviews.

🗣 #CentralAsianValdai: On March 4–5, 2025, the Valdai Discussion Club will hold the 5th Central Asian Conference. Its theme is “Russia and Central Asia: Cooperation in a Multipolar World”. The conference will be held in Irkutsk.

The conference will be attended by over 50 experts and political figures from 10 countries, including India, Iran, Kazakhstan, China, Kyrgyzstan, Mongolia, Pakistan, Russia, Tajikistan and Uzbekistan. Irkutsk Region Governor Igor Kobzev and Chairman of the Board of the Foundation for Development and Support of the Valdai Discussion Club Andrey Bystritsky are expected to open the event.

The Central Asian Valdai Club conference is being held for the fifth time in Russia. This year, the venue is moving from Ufa, Bashkiria to Lake Baikal in Eastern Siberia (Irkutsk), one of the most recognizable symbols of Siberia and Russia.

The goal of the conference is to expand intellectual discussion among the expert community of Russia and the Central Asian countries in the context of fundamental changes in the world order.

The Central Asian conference will last two days. Its programme includes an opening, four thematic sessions and an open discussion. The opening of the conference and the first session (March 4), as well as the final open discussion (March 5) will be available to the media and the general public and will be broadcast on the Club's website.

During the sessions, experts will discuss the following topics:

🔹 Eurasian security and state sovereignty;
🔹 Fair solutions to common challenges: climate, water, demography;

Fundamental changes in the international environment pose similar challenges and opportunities for both Russia and the Central Asian countries. The aim of this session is to discuss the main opportunities and challenges for Russia and Central Asian countries in the context of the emerging new international order.

12:00 – 13:30 — Session II. Eurasian Security and State Sovereignty

Russia and Central Asia are aiming to create a space for constructive interstate cooperation in Eurasia and to solve acute problems of development and security without jeopardizing state sovereignty. Possible methods and directions of such cooperation are the main subject of discussion in this session.

14:30 – 16:00 — Session III. Adequate Solutions to Common Challenges: Climate, Water, Demography

The consequences of climate change, water supply and demography are the main issues directly related to cooperation between Russia and Central Asian countries. The objective of the session is to discuss the dynamics of common challenges and the joint actions needed to tackle them.

16:30 – 18:00 — Session IV. Russia and Central Asia in Greater Eurasia: International Trade and Transportation

International trade and transportation are the most essential areas of economic activity that shape the common space of Russia and Central Asia and ensure their engagement in the Eurasian and global economy. The main objective of the session is to identify the main trends of cooperation, discuss prospects and problems in these areas.
