#Belarus: Former presidential candidate Siarhei Tsikhanouski (*) has been released from prison. His arrest in 2020 led to his wife, Sviatlana Tsikhanouskaya (*), becoming the lead opposition candidate against incumbent Alâksándr Lukašenka (*) and eventually to the 2020 post-election protests in Belarus.

Tsikhanouskaya (*) is widely recognized outside of Belarus to have won the 2020 presidential election and has been in exile since. Her husband, Tsikhanouski, had been kept incommunicado since his 2020 imprisonment, and his wife had publicly questioned if he was still alive. There are still at least 1186 political prisoners in Belarus, according to human rights group Viasna.

According to a leaked 2023 recording of the Deputy Minister of Internal Affairs Mìkalaj Karpânkoǔ, at least 350,000 Belarusians have fled the country since 2020 — although the true number may be several times higher.

Belarus is the lowest-rated European country on V-Dem's Electoral Democracy Index scale, with a score of 0.16 out of 1 and ranking below Russia (0.17) and Azerbaijan (0.17).
