Developing social channels based on exchanging a single message isn’t exactly new, of course. Back in 2014, the “Yo” app was launched with the sole purpose of enabling users to send each other the greeting “Yo.” Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. The public channel had more than 109,000 subscribers, Judge Hui said. Ng had the power to remove or amend the messages in the channel, but he “allowed them to exist.” Telegram has announced a number of measures aiming to tackle the spread of disinformation through its platform in Brazil. These features are part of an agreement between the platform and the country's authorities ahead of the elections in October. Telegram users themselves will be able to flag and report potentially false content.
