Rumsfeld explained in his memoirs that the US administration paid $200 million as a gift to help America overthrow Iraq through a fatwa prohibiting the killing of Americans.

Rumsfeld adds that the administration of former US President George Bush decided to open an office in the Central Intelligence Agency, called the Office of Relations with Sistani, in order to communicate and exchange information through this office. The office was actually opened and worked with all seriousness and activity. One of the fruits of this mutual work was the issuance of a fatwa from Sistani obligating the Shiites and his followers not to attack the occupation forces during the invasion of Iraq.

Rumsfeld confirms that after the fall of Baghdad in the spring of 2003, a meeting was arranged with Sistani, where we headed to the city of Najaf via a squadron of helicopters belonging to the occupation forces. We arrived in the city late at night and the city was covered in complete darkness. The helicopters landed on buildings near a Shiite shrine, and we moved to Sistani’s residence, which was in a very bad neighborhood, as garbage surrounded the place on all sides.

He continued, saying: I remember that I put a handkerchief over my nose because of the smells in the Sistani building and the surrounding areas, and when I saw Sistani, he embraced me and kissed me more than once, although I do not like the phenomenon of kissing for men, and we discussed many matters about which it would have been wise to take the opinion of our friends, especially someone like Sistani. Rumsfeld realizes, according to his memoirs, that we were facing a problem at that time.

Weapons, as the former Iraqi regime left more than six million pieces of light weapons available to the Iraqis. These pieces were causing us confusion in controlling this huge amount of weapons. In fact, an agreement was reached for Sistani to issue a fatwa prohibiting the use of these weapons against the occupation forces. Rumsfeld concludes by confirming that β€œthis fatwa had a great deal of merit in avoiding the occupation forces suffering heavy losses.”
