А имел вообще право Министр издавать такое распоряжение? Да в зоне работы этого регионального оператора ТКО полный бардак и много писали об этом. Но, Министр слишком много "на себя берет", не его это полномочия. Видимо хочет попасть под статью УК РФ превышение…
