According to media reports, the privacy watchdog was considering “blacklisting” some online platforms that have repeatedly posted doxxing information, with sources saying most messages were shared on Telegram. So far, more than a dozen different members have contributed to the group, posting voice notes of themselves screaming, yelling, groaning, and wailing in various pitches and rhythms. On Tuesday, some local media outlets included Sing Tao Daily cited sources as saying the Hong Kong government was considering restricting access to Telegram. Privacy Commissioner for Personal Data Ada Chung told to the Legislative Council on Monday that government officials, police and lawmakers remain the targets of “doxxing” despite a privacy law amendment last year that criminalised the malicious disclosure of personal information. In 2018, Telegram’s audience reached 200 million people, with 500,000 new users joining the messenger every day. It was launched for iOS on 14 August 2013 and Android on 20 October 2013. Telegram is a leading cloud-based instant messages platform. It became popular in recent years for its privacy, speed, voice and video quality, and other unmatched features over its main competitor Whatsapp.
