With the administration mulling over limiting access to doxxing groups, a prominent Telegram doxxing group apparently went on a "revenge spree." In 2018, Telegram’s audience reached 200 million people, with 500,000 new users joining the messenger every day. It was launched for iOS on 14 August 2013 and Android on 20 October 2013. Earlier, crypto enthusiasts had created a self-described “meme app” dubbed “gm” app wherein users would greet each other with “gm” or “good morning” messages. However, in September 2021, the gm app was down after a hacker reportedly gained access to the user data. The public channel had more than 109,000 subscribers, Judge Hui said. Ng had the power to remove or amend the messages in the channel, but he “allowed them to exist.” Telegram is a leading cloud-based instant messages platform. It became popular in recent years for its privacy, speed, voice and video quality, and other unmatched features over its main competitor Whatsapp.
