طرح ایمنی،بهداشت و محیط زیست (HSE Plan) مستندي است که کلیه واحدها موظفند در زمان انجام کار به صورت مستمر به آن عمل کنند . HSE Plan مدرکی زنده و پویا است که باید در تمام طول مدت اجرای طرح ایمنی ، بهداشت ومحیط زیست مورد بازنگري قرار گیرد .
لذا سیستم مورد استفاده جهت اجرای برنامه فوق بر اساس چرخه موثر وبسیار کاربردی مدیریت دمینگ جهت دستیابی به هدف بهبود مستمرمی باشد .که مراحل اصلی در این سیستم مدیریتی (دمینگ)به شرح زیر می باشد:

Action که در این سیستم مدیریتی گام به گام، plan به معنی طرح ریزی اساسی وبنیادی برنامه ها برای نگهداشت وارتقای سطح سیستم HSE است ،DO به معنی به مرحله اجرا درآوردن کلیه طرح های ارائه شده است در مرحله plan است، مرحله Check مرحله اساسی برای گرفتن فید بک از سیستم اجرا شده می باشد و یافتن عدم تطابق ها در سیستم می باشدو در نهایت مرحله Action جهت رفع مجدد عدم انطباق مربوطه در هریک از بخش های مجزای HSE و بهبود مستمر سیستم ایمنی ،بهداشت ، محیط سیستم موجود در صنعت است.
