The imprisonment came as Telegram said it was "surprised" by claims that privacy commissioner Ada Chung Lai-ling is seeking to block the messaging app due to doxxing content targeting police and politicians. Ng was convicted in April for conspiracy to incite a riot, public nuisance, arson, criminal damage, manufacturing of explosives, administering poison and wounding with intent to do grievous bodily harm between October 2019 and June 2020. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau. In 2018, Telegram’s audience reached 200 million people, with 500,000 new users joining the messenger every day. It was launched for iOS on 14 August 2013 and Android on 20 October 2013. But a Telegram statement also said: "Any requests related to political censorship or limiting human rights such as the rights to free speech or assembly are not and will not be considered."
