Purpose of the Assignment
To engage a consultancy firm to design and deliver capacity-strengthening training for political actors, people’s representatives, survivors, and civil society organizations; and to facilitate strategic dialogue series with national actors, women peacebuilders, and survivor groups. Both interventions aim to advance gender-responsive and survivor-centered Transitional Justice in Ethiopia through inclusive learning, consultation, and advocacy platforms.

Consultancy Services: Capacity Building for Women Leaders and Policy Learning on Transitional Justice
Purpose of the Assignment
To engage a consultancy firm to design and deliver targeted training programs, facilitate a joint learning forum, and consolidate lessons into actionable policy and advocacy outputs. Trainings will prepare participants to assume leadership roles across the pillars of Transitional Justice, Truth Seeking, Accountability, Reparations, Institutional Reform, and Reconciliation & Healing, integrating foundational Transitional Justice concepts, gender equality, and survivor-centered leadership.

TIMRAN Boosts Its Fundraising Power!

With the support of SIHA Network, TIMRAN successfully concluded a three-day intensive training on Resource Mobilization and Organizational Planning (Nov 27–28 & Dec 1, 2025).

Over the three days, TIMRAN’s leadership, staff, and interns worked collaboratively through:
• The “What” and “How” of Resource Mobilization
• Donor landscape mapping
• Strategic vision alignment
• Theory of Change & Log frame design
• Project MEL, budgeting, and sustainability
• Innovation and localization approaches

Key Achievement: Participants jointly developed proposals and TIMRAN’s One-Year Resource Mobilization Action Plan which provides a clear, actionable roadmap to diversify funding, strengthen partnerships, and enhance the organization’s long-term resilience.

Commitment: The training concluded with a shared pledge from participants to actively drive TIMRAN’s resource mobilization efforts forward.

TIMRAN continues to invest in building a stronger, more sustainable organization for women’s meaningful participation in the political and public leadership positions.

የኢትዮጵያ ብሔራዊ ምርጫ ቦርድ ያሻሻላቸው ሦስት ረቂቅ መመሪያዎችን አስመልክቶ ከፖለቲካ ፓርቲዎች ጋር ተወያየ

የኢትዮጵያ ብሔራዊ ምርጫ ቦርድ ኅዳር 20 ቀን 2018 ዓ.ም. ያሻሻላቸው ሦስት ረቂቅ መመሪያዎችን አስመልክቶ ከፖለቲካ ፓርቲዎች ጋር ተወያየ። ባለ30 አንቀጽ የሆነውን “በምርጫ ሂደት በየደረጃው ስለሚኖር አቤቱታ አቀራረብ፣ አቤቱታ ሰሚ አካላት አደረጃጀት እና አሠራር መመሪያ”፣ ባለ33 አንቀጽ የሆነው “መንግሥት ለፖለቲካ ፓርቲዎች እና ለግል ዕጩዎች የሚሰጠውን ድጋፍ ለመወሠን የወጣ መመሪያ”፣ ባለ 25 አንቀጽ የሆነውን “የፖለቲካ ፓርቲዎች እና የግል ዕጩዎች የመገናኛ ብዙኃን አጠቃቀምና ድልድል መመሪያ” ላይ ግብዓት ለመውሰድ የተዘጋጀውን መድረክ የመክፈቻ ንግግር ያደረጉት የቦርዱ ሰብሳቢ ሜላትወርቅ ኃይሉ ሲሆኑ፤ በንግግራቸውም የተጠቀሱትን መመሪያዎች ማሻሻል ያስፈለገበት ዋነኛ ምክንያት አስቀድሞ ለመመሪያዎቹ መርቀቅ መነሻ የሆነው ዐዋጅ ቁጥር 1162/2011 መሻሻሉ እንደሆነና ቦርዱ የተሻሻሉት መመሪያዎች አሠሪነትን የሚያረጋግጡ የተለያዩ የማረጋገጫ ሂደቶችን እንዲያልፉ እንዳደረገና በቀጣይም የጉዳዩ ባለቤት ከሆኑትን ፖለቲካ ፓርቲዎች ግብዓት መሰብሰብ አስፈላጊ በመሆኑ መድረኩ እንደተዘጋጀ ተናግረዋል።

የሰብሳቢዋን ንግግር ተከትሎ የሕግ-ባለሞያ የሆኑት ጌዴዮን ሲሳይ እና አይተነው ደበበ መመሪያዎቹን አስመልክቶ ማብራሪያ የሰጡ ሲሆን፤ ይኽንንም ተከትሎ ከተሣታፊ ፖለቲካ ፓርቲዎች አስተያየት ተወስዶበታል። መመሪያዎቹ ላይ መሠረት ያደረጉ አስተያየቶችና ጥያቄዎች ላይ ባለሞያዎቹ ምላሽ የሰጡ ሲሆን፤ ተጨማሪ ማብራሪያዎችም በሜላትወርቅ ተሰጥቷል።

የቦርዱ ሰብሳቢ ሜላትወርቅ በመድረኩ የማጠቃለያ ንግግራቸው ፖለቲካ ፓርቲዎቹን ለሰጡት ግብዓት አመስግነው፤ ከሕጉ ጋር የተናበቡትን አስተያየቶች ቦርዱ በተሻሻሉት መመሪያዎች ላይ እንደሚያካትት ተናግረው ፓርቲዎቹ ከ7ኛው ጠቅላላ ምርጫ ጋር በተያያዘ ላነሧቸው ጥያቄዎች ማብራሪያ ሰጥተዋል። ይኽውም ቦርዱ በተለያዩ የኮሚኒኬሽን አማራጮች በመጠቀም እንደተናገረው የዕጩዎች ምዝገባ ገና እንዳልጀመረ፤ ነገር ግን ቦርዱ በሕጉ መሠረት የዕጩዎች ምዝገባ ከመጀመሩ በፊት ፓርቲዎቹ እንዲያቀርቧቸው አስፈላጊ የሆኑ መረጃዎችን ብቻ በረቂቅ የጊዜ ሠሌዳው ላይ በተገለጸው መሠረት ከኅዳር 8 እስከ ኅዳር 23 ቀን 2018 ዓ.ም. በመሰብሰብ ላይ መሆኑን ያም ቢሆን፤ ከፓርቲዎቹ በቀረበ ጥያቄ መሠረት ቦርዱ የጊዜ ሠሌዳው ጊዜያዊ እንደመሆኑ መሠን ቀነ-ገደቡን እንደሚያራዝመውና ፓርቲዎቹም መረጃዎችን ለቦርዱ የማቅረብ ሥራ እንዲቀጥሉ ተናግረዋል። አያይዘውም የዕጩዎች ምዝገባ ቦርዱ ባበለጸገው ሲስተም አማካኝነት በፓርቲው ውክልና በተሰጠው/በተሰጣት ወኪል አማካኝነት በራሱ በፓርቲው እንደሚከናወን አስታውሰዋል።
“ለምርጫው አስቻይ ሁኔታ አለ ወይ” ተብለው ለተጠየቁት ጥያቄ በመለሱት መልስም፤ ቦርዱ አስቻይ ሁኔታን በተመለከተ ጥቅምት 10 ቀን 2018 ዓ.ም. ረቂቅ የጊዜ ሠሌዳውን አስመልክቶ ከፖለቲካ ፓርቲዎች ግብዓት በሰበሰበበት መድረክ ላይ ከተናገረው የተለየ አስተያየት እንደሌለው፤ ይኽውም የሰላሙን ሁኔታ አስመልክቶ ቦርዱ ከክልል መንግሥታትና ከፀጥታ አካላት “በአረንጓዴ፣ በቢጫና በቀይ” የተደራጀ መረጃ በመጠይቅ እንደሚሰበስብ፤ ይኽንንም መሠረት አድርጎ ቦርዱ በሚያወጣው መርኅ-ግብር ከፓርቲዎች፣ ከሲቪል ማኅበረሰብ ድርጅቶች፣ ከሚመለከታቸው የመንግሥትና የፀጥታ አካላት ጋር ውይይት እንደሚያደርግበት፤ በመቀጠልም የቦርዱ የክትትልና የቁጥጥር ኮሚቴ ከፖለቲካ ፓርቲዎችና ከሲቪል ማኅበረሰብ ድርጅቶች የተውጣጡ አባላት ያሉበት ቡድን በማቋቋም ከክልሎች የቀረበለትን የፀጥታ ሁኔታ መረጃ የማረጋገጥ ሥራ እንደሚሠራና ምርጫ ለማድረግ አስቻይ ሁኔታ አለባቸው የሚላቸውን የምርጫ ክልሎች የሚለይ እንደሆነ፤ ይኽም የአንድ ጊዜ ሥራ ሣይሆን ተከታታይ ሥራ እንደሚጠይቅ አስረድተዋል።
