It’s easy to create a Telegram channel via desktop app or mobile app (for Android and iOS): Ng Man-ho, a 27-year-old computer technician, was convicted last month of seven counts of incitement charges after he made use of the 100,000-member Chinese-language channel that he runs and manages to post "seditious messages," which had been shut down since August 2020. With the administration mulling over limiting access to doxxing groups, a prominent Telegram doxxing group apparently went on a "revenge spree." As of Thursday, the SUCK Channel had 34,146 subscribers, with only one message dated August 28, 2020. It was an announcement stating that police had removed all posts on the channel because its content “contravenes the laws of Hong Kong.” But a Telegram statement also said: "Any requests related to political censorship or limiting human rights such as the rights to free speech or assembly are not and will not be considered."
