On Tuesday, some local media outlets included Sing Tao Daily cited sources as saying the Hong Kong government was considering restricting access to Telegram. Privacy Commissioner for Personal Data Ada Chung told to the Legislative Council on Monday that government officials, police and lawmakers remain the targets of “doxxing” despite a privacy law amendment last year that criminalised the malicious disclosure of personal information. With the administration mulling over limiting access to doxxing groups, a prominent Telegram doxxing group apparently went on a "revenge spree." Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. Members can post their voice notes of themselves screaming. Interestingly, the group doesn’t allow to post anything else which might lead to an instant ban. As of now, there are more than 330 members in the group. The imprisonment came as Telegram said it was "surprised" by claims that privacy commissioner Ada Chung Lai-ling is seeking to block the messaging app due to doxxing content targeting police and politicians.
