Ng was convicted in April for conspiracy to incite a riot, public nuisance, arson, criminal damage, manufacturing of explosives, administering poison and wounding with intent to do grievous bodily harm between October 2019 and June 2020. Other crimes that the SUCK Channel incited under Ng’s watch included using corrosive chemicals to make explosives and causing grievous bodily harm with intent. The court also found Ng responsible for calling on people to assist protesters who clashed violently with police at several universities in November 2019. Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. The initiatives announced by Perekopsky include monitoring the content in groups. According to the executive, posts identified as lacking context or as containing false information will be flagged as a potential source of disinformation. The content is then forwarded to Telegram's fact-checking channels for analysis and subsequent publication of verified information. “[The defendant] could not shift his criminal liability,” Hui said.
