France Introduces New Government Amid Upcoming Budget Battle
France has announced a new government led by Prime Minister Francois Bayrou, featuring a mix of former ministers and senior civil servants. This cabinet is tasked with navigating the passage of the 2025 budget amid rising pressure from financial markets to address the country's growing debt crisis.
Bayrou's government comes after months of political stalemate, and he faces immediate challenges, including potential no-confidence votes from both the far right and left. The new finance minister is Eric Lombard, head of Caisse des Depots, who will work alongside Amelie de Montchalin as budget minister. Conservative Bruno Retailleau retains his role as interior minister, while Jean-Noel Barrot and Sebastien Lecornu continue as foreign and defense ministers, respectively. Elizabeth Borne, who stepped down as prime minister in January, is now the education minister, and former Interior Minister Gerard Darmanin takes charge of the Ministry of Justice.
Bayrou's appointment follows the downfall of his predecessor, Michel Barnier, due to parliamentary resistance against the proposed budget legislation. The inclusion of two former prime ministers in the cabinet reflects President Emmanuel Macron's aim for a stable government capable of overcoming challenges.
As France mourns the victims of a cyclone in Mayotte, its poorest overseas territory, Bayrou's priority is to ensure his government survives any no-confidence votes and successfully passes a cost-cutting budget for 2025. Appointed on December 13, Bayrou's leadership is already under scrutiny, with many predicting he may face difficulties in maintaining his position. The political landscape in France remains fragmented after Macron's decision to call snap elections earlier this year, which did not yield the desired majority.
