Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. The initiatives announced by Perekopsky include monitoring the content in groups. According to the executive, posts identified as lacking context or as containing false information will be flagged as a potential source of disinformation. The content is then forwarded to Telegram's fact-checking channels for analysis and subsequent publication of verified information. Hui said the messages, which included urging the disruption of airport operations, were attempts to incite followers to make use of poisonous, corrosive or flammable substances to vandalize police vehicles, and also called on others to make weapons to harm police. Commenting about the court's concerns about the spread of false information related to the elections, Minister Fachin noted Brazil is "facing circumstances that could put Brazil's democracy at risk." During the meeting, the information technology secretary at the TSE, Julio Valente, put forward a list of requests the court believes will disinformation. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau.
