وجاء في وثيقة القرار، أنه وبهدف إعداد الإطار القانوني، الناظم للمرحلة الانتقالية في الجمهورية العربية السورية، يقرر رئيس الجمهورية تشكيل لجنة من الخبراء، مؤلفة من:
د. عبد الحميد العوام د. ياسر الحويش د. اسماعيل الخلفان د. ريعان كحيلان د. محمد رضا جلخي د. أحمد قربي د. بهية مارديني
وبحسب القرار، تتولى اللجنة صياغة مسودة الاعلان الدستوري الذي ينظم المرحلة الانتقالية في الجمهورية العربية السورية.
