بانکی پور، از طراحان و حامیان قانون عفاف و حجاب در پاسخ به انتقادات از جریمه های سنگین در این قانون، می گوید:
مبلغ جریمه ها بر اساس قانون مجازات اسلامی تصویب شده بود؛ البته با نظر ریاست مجلس مبالغ برای استمزاج به قوه قضائیه ارسال شد تا در اجرا مشکلات به حداقل برسد؛ نظرات از سوی تیم قوه قضائیه هم جمع آوری شد و مبالغ نهایی جریمه ها با هماهنگی دو قوه تعیین شد.
