Commenting about the court's concerns about the spread of false information related to the elections, Minister Fachin noted Brazil is "facing circumstances that could put Brazil's democracy at risk." During the meeting, the information technology secretary at the TSE, Julio Valente, put forward a list of requests the court believes will disinformation. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau. The court said the defendant had also incited people to commit public nuisance, with messages calling on them to take part in rallies and demonstrations including at Hong Kong International Airport, to block roads and to paralyse the public transportation system. Various forms of protest promoted on the messaging platform included general strikes, lunchtime protests and silent sit-ins. The imprisonment came as Telegram said it was "surprised" by claims that privacy commissioner Ada Chung Lai-ling is seeking to block the messaging app due to doxxing content targeting police and politicians. On Tuesday, some local media outlets included Sing Tao Daily cited sources as saying the Hong Kong government was considering restricting access to Telegram. Privacy Commissioner for Personal Data Ada Chung told to the Legislative Council on Monday that government officials, police and lawmakers remain the targets of “doxxing” despite a privacy law amendment last year that criminalised the malicious disclosure of personal information.
