On Heroes of Fatherland Day, Vladimir Putin took part in a ceremony to present Gold Star medals to Heroes of Russia

The event took place in the Grand Kremlin Palace’s St George Hall.

We take pride in the courage of our soldiers fighting in the special military operation zone. Their resolve leaves no doubt that we will triumph, and that no-one will ever succeed in subjugating or overpowering Russia. Truth, the strength of our arms, and the resilience of our spirit are all on our side.

On December 10, Vladimir Putin will hold the annual meeting of the Council for Civil Society and Human Rights, via videoconference

The meeting will assess the results of the Council's efforts during the departing year, including measures taken to implement the instructions given following previous meetings of the body.

Additionally, an exchange of views on current issues related to human rights, humanitarian efforts, and the enforcement of citizens' rights will take place.

Some of the key statements by the President:

🔹All the CSTO countries will host commemorative, social, cultural, and educational events on the occasion of the 80th anniversary of the Victory in the Great Patriotic War. The fact that the CSTO member states make considerable efforts to preserve the historical truth and the memory of the price which we had to pay to triumph over Nazism is of great importance. We are looking forward to see the leaders of the CSTO states in Moscow on May 9, 2025, and we are also inviting military units from your countries to participate in the parade on Red Square together with Russian servicepeople.

🔹Lawmakers of the CSTO member states are making a significant contribution to the harmonisation of legal regulation of authoritative bodies and security agencies. The migration security policies and the guidelines for improving illegal migration legislation have been prepared in a timely manner.

🔹A model bill has been drafted for the CSTO countries to use for optimizing their national laws regulating and preventing biological warfare research. Certain states conduct this kind of research on the territory of foreign countries, including members of the CSTO. We need to understand what is going on in those labs, whether there are any threats there, and if there are, what kind of threats and how to counteract them.

🔹The CSTO Parliamentary Assembly is taking steps to address the issue of information security. We should be managing our work so that, on the one hand, we can ensure security, and on the other, we do not stand in the way of progress or interfere with the development of sectors that could contribute to our own growth.

🔹The regulation of the Internet, as well as the creation and regulation of anything related to artificial intelligence, robotics, and big data, also require special attention. In this area, we should aim to reach harmony and stable state-individual interaction.

🔹Amidst the difficult international environment of today, it is crucial to ensure the technological leadership of the CSTO in the domain of defence. We need to cooperate in terms of standardising the weaponry and military equipment and establishing a multilateral collaboration between both specific companies and entire sectors related to the defence in one way or another.

🔹The CSTO Parliamentary Assembly has rightfully received wide international recognition and has established cooperation with relevant global institutions, including the Shanghai Cooperation Organisation, the Association of Southeast Asian Nations, and many countries of Latin America and Africa.

On International Human Rights Day, Vladimir Putin is holding the annual meeting of the Council for Civil Society and Human Rights

You are always on the side of truth, on the side of the interests of individuals, citizens. There is a powerful word in Russian: zastupnichestvo ('advocacy'), which certainly describes your efforts. I would like to express my gratitude to you for your unwavering responsiveness to the needs of our citizens, for your compassion and generosity of spirit.

The President spoke on the human rights situation in the liberated territories

Since 2022, the Council for Civil Society and Human Rights has been sending records detailing human rights violations and killings of civilians committed by Ukrainian troops and nationalist organisations to supranational bodies (including the UN, the EU, and the OSCE), international human rights organisations, foreign embassies, and leading global media outlets: over 1,800 recipients in total. To date, 21 documents in Russian and English have been prepared.

You regularly visit our historical territories of Donbass and Novorossiya, and you know the needs of their residents. <...> I would like to emphasise the importance of your efforts in documenting human rights violations by the Kiev regime, as well as its war crimes. You keep the international community informed about these issues.

In the next three years, a quarter of budget expenditures will be allocated to social commitments, the President announced

Despite the well-known external restrictions and the challenges we face, our country and our state are fulfilling all their social obligations. For instance, in the next three years, we plan to allocate a quarter of all budget expenditures for this purpose. That said, 'investment' would be a more appropriate term here instead of 'expenditure.' When we spend money on wages and pensions, on healthcare, education, culture, and sports, we are, in fact, investing in human capital and the preservation of our nation.

On engaging citizens in the work of NPOs

There is tremendous potential in our country for engaging citizens from various regions in the work of non-profit organisations. For this reason, I suggest that we jointly consider how to modernise the regulation of the non-profit sector, to make it more transparent, convenient, and efficient, while, most importantly, providing citizens with greater opportunities for personal fulfilment in public life.

On December 11, Vladimir Putin will hold a meeting with Government members via videoconference

🔹The discussion will focus on the development of the coal industry. Energy Minister Sergei Tsivilev, Minister of Transport Roman Starovoit, Minister of Economic Development Maxim Reshetnikov, Minister of Finance Anton Siluanov, and Governor of the Kemerovo Region Ilya Serеdyuk will present reports.

Vladimir Putin met with Defence Minister of India Rajnath Singh at the Kremlin

Rajnath Singh is in Russia on a working visit. Defence Minister of the Russian Federation Andrei Belousov also took part in the meeting.

🇷🇺🇭🇺 Vladimir Putin had a telephone conversation with Prime Minister of Hungary Viktor Orban at the initiative of the Hungarian side

🔹The leaders discussed a range of current issues of bilateral cooperation in trade and economy, which overall is developing at a steady pace. In particular, some attention was paid to further development of mutually beneficial energy projects.

🔹There was a thorough exchange of views on issues pertaining to Ukraine. Viktor Orban expressed interest in contributing to a joint search for ways to resolve the crisis politically and diplomatically, including via his own relations with a number of Western leaders.

🔹In turn, Vladimir Putin outlined the crucial views on the current developments around Ukraine and the destructive policies of the Kiev regime, which continues to rule out the possibility of resolving the conflict peacefully.

🔹The tensions in the Middle East in light of the recent events in Syria have also been addressed.
Vladimir Putin attended the AI Journey Conference, touring an exhibition showcasing the development of generative AI technologies

Exhibit booths included "GigaChat and smart devices", "GigaChat: Results of the Year with Vladimir Putin", "L5 Self-Driving Tractor Unit", "3D Modelling and Kandinsky", "Artificial Intelligence in Education".

The President was shown some smart devices produced by Sber, including a smart ring capable of collecting the wearer's biometric data remotely and interpret it using GigaChat neural network.

Additionally, Vladimir Putin saw a demonstration of how AI can be used to process the questions citizens of Russia are sending to the Direct Line: after analysing audio and video calls, SMS messages and other inquiries made using the official website or social media, GigaChat neural network assesses which topics are the most popular. "So it becomes clear what kind of questions one should prepare oneself to!" the President pointed out.

At the exhibition, the President was accompanied by Deputy Chief of Staff of the Presidential Executive Office Maxim Reshetnikov and CEO and Chairman of the Management Board of Sberbank German Gref.
On December 12, during a ceremony held in the Kremlin's St Catherine Hall, the President will present state awards to outstanding Russian citizens

Over thirty individuals, including public and religious figures, government officials, journalists, teachers and mentors, famous actors and composers, healthcare professionals, industrial and agriculture workers, will be awarded with orders, medals, and honorary titles.
🇷🇺🇺🇿 Vladimir Putin had a telephone conversation with President of the Republic of Uzbekistan Shavkat Mirziyoyev

The leaders discussed issues pertaining to promoting Russia-Uzbekistan strategic partnership and allied relationship, with an emphasis on implementing the arrangements made during the Russian President's state visit to Uzbekistan in May 2024.

Additionally, the presidents had an exchange of views on the situation in Syria and the state of affairs around Ukraine.

The President addressed the plenary session of the AI Journey Conference

The Artificial Intelligence Journey 2024 is an international conference on artificial intelligence and machine learning taking place in Moscow on December 11–13. It brought together developers and entrepreneurs from Russia, China, the UAE, India, Indonesia, and other countries.

[The conference] has already become one of the high-profile, awaited events at the international scale in science and technology.

Colleagues have just told me that the conference is attended online and its discussions are closely followed by millions of citizens of our country and all around the world.

Vladimir Putin spoke on the development of generative AI tools

Artificial intelligence now understands and analyses even hard-to-read images and videos despite weather conditions and other hindrances. It opens up brand new opportunities for robotics, for the development of drones [for use] on land, in the air, and in the water.

Generative AI tools are quite accurate in forecasting natural disasters; they can analyse tables and diagrams; they can resolve most complicated problems in maths and physics, and they do it in the best way, using several steps.

A domestic AI development sector is one of the key conditions for a country's sovereignty in research, technology, and ideology, the President said

Why am I talking about ideological sovereignty, among other things? Because algorithms — the way the AI operates — are set up, at least for now, by humans who are guided by certain values, language, images, culture, understanding of history, traditions, national peculiarities and national interests. In order to shape the future and the fate of Russia we need to independently develop such technologies.
