The President's working day goes on: Vladimir Putin is holding a meeting with Government members via videoconference

The main topic is the development of the coal industry. At the beginning of the meeting, several current issues are being addressed. The first of them is the creation of a single service for issuing licenses and permits via the Gosuslugi public services portal.

During his yesterday's telephone conversation with Vladimir Putin, Prime Minister of Hungary Viktor Orban proposed making a major deal to exchange prisoners of war between Russia and Ukraine as well as announcing a Christmas ceasefire.

Russia has never rejected peace talks and has repeatedly stated its willingness to resume them on the basis of the Istanbul agreements of 2022.

That same day, the Federal Security Service sent our proposals concerning a possible swap to the Hungarian Embassy in Moscow. However, if the reaction shown by Zelensky and his entourage on social media is anything to go by, the Ukrainian side has rejected any and all proposals by Viktor Orban.

We assume that peace consultations will be continued. The Russian side fully supports Viktor Orban's efforts aimed at finding peaceful solutions and resolving humanitarian issues in terms of swapping prisoners of war.
Vladimir Putin is awarding Russia's highest decorations at the Kremlin

The awards, including orders, medals, and honorary titles, will be presented to public and religious figures, government officials, journalists, teachers and mentors, famous actors and composers, healthcare professionals, as well as industry and agriculture workers.

The event is taking place on Constitution Day. At the beginning of his opening speech, the President wished the citizens of Russia the best on this holiday.

At the beginning of his address, Vladimir Putin thanked all the party members and its supporters for their contribution to solving the tasks arising as part of the special military operation.

From day one of the special military operation, United Russia has been supporting soldiers and has been advocating laws which provide social guarantees for families of the special military operation participants, helping to rebuild the liberated regions, as well as collecting and organising various drives to supply the frontline. Also, you work hard to enable the soldiers to fulfill their potential in their civillian occupations.

The Time of Heroes federal project should be expanded, the President said in his address to the United Russia party congress.

This is why we should extend the Time of Heroes federal project, launching similar projects in various regions. The Stavropol Territory, the Belgorod, Voronezh, Ryazan, Samara, and Tula Regions, as well as the Khanty-Mansi Autonomous Area have already done this. And I would like to ask the party to join this movement.

The President gave instructions to mount rescue operations in the Kerch Strait

After hearing reports from Minister for Civil Defence, Emergencies and Natural Disaster Relief Alexander Kurenkov, Deputy Prime Minister Vitaly Savelyev, and Minister of Natural Resources and Environment Alexander Kozlov concerning the grounding of two tankers in the Kerch Strait, the President gave an instruction to set up a task force led by Vitaly Savelyev which will mount rescue operations and mitigate the consequences of the resulting fuel spill.
On December 16, Vladimir Putin will meet with Russian athletes who won medals at the 2024 Summer Paralympics in Paris to award them with state decorations

The 17th Summer Paralympic Games took place in Paris from August 28 to September 8, 2024. Russian athletes took home 64 medals (including 20 gold, 21 silver, and 23 bronze), coming 8th in the unofficial medal table. In total, 171 countries took part in the Games.

Thanks to the professionalism and courage of our soldiers, the heroic efforts of defence industry workers, and the truly nationwide support for the army and navy, Russian troops maintain a strong strategic initiative along the entire line of contact.


The President has also identified a number of priority tasks:

1. Russia needs to support the potential of its strategic nuclear forces and ensure their balanced development as a key tool for maintaining stability and protecting the country's sovereignty and territorial integrity, and work to create new systems for its deterrence forces. Additionally, it is imperative that conventional forces remain on high alert.

2. Russia must ensure it is able to promptly detect the launches of US medium range missiles and intercept them. At the same time, all issues concerning the serial production and deployment of Russian systems of this type, hypersonic weaponry included, must be addressed.

3. The experience gained during the special military operation should be implemented more extensively in the combat training programmes for troops as well as the curricula of the higher military education institutions.

I would like to emphasise that talented officers and sergeants who have proven themselves in difficult combat situations should form the core of the Armed Forces command structure and should be brought in as instructors at the military education institutions.


4. The experience of conducting the special military operation should also be taken into full account when determining the development priorities for Russian weapons and equipment and the tactical guidelines for them.

5. A single information circuit encompassing intelligence assets and weapons of strategic, operational, and tactical levels must be created as soon as possible on the basis of implementing state-of-the-art inventions of the defence industry.

6. The production of robotic and unmanned systems of various types must be increased. Training operators for these systems using programmes based on real combat experience is equally important.

7. Military and technical cooperation with allies and partners, with any sides which are willing to work with Russia — and that includes the majority of countries in the world — should be expanded further.

8. It is necessary to constantly strengthen and expand the benefits for servicepeople and their families. This is an incredibly important, systemic task for the state.
On the illegitimate nature of the Kiev regime

I want to emphasise once again: we are not at war with the Ukrainian people, but with the regime, the neo-Nazi regime in Kiev that seized power back in 2014. This is how they came to power: it was a coup.

All the troubles faced by both Ukraine and Russia began after that bloody, anticonstitutional coup. This remains relevant today because those currently in power commit crimes every day, both against their own people and ours. In fact, the regime has lost all attributes of statehood, or is clearly in the process of losing them.

What do we mean when we speak of its illegitimate nature? Did they hold an election? No, they did not. Does their Constitution allow for the President’s term to be extended? No, it does not. The Constitution only permits the extension of the the representative body’s term, meaning the Rada, and that is all. Citing martial law as justification holds no weight: the Constitution provides no mechanism for extending the President’s mandate.

And where is the Supreme Court? Where is the Constitutional Court? These are legitimate questions. The Chairman of the Supreme Court is in prison: something that is conveniently ignored, left unsaid. But the fact remains: he has been thrown behind bars.
On using funds allocated for stengthening the country's defence capabilities efficiently

The Minister said that we are spending 6.3 percent of our GDP on the military component, aimed at increasing and strengthening our defence capabilities. This is a substantial amount of money — 2.5 percent more than we previously spent — but, strangely enough, it is not the largest amount in the world, even when considering countries not engaged in any armed conflict. Nevertheless, it is a lot of money, and we must use it efficiently. Primarily, we should ensure social benefits for our service personnel and the effective operation of the defence industry, but we must also use everything the country allocates to our Armed Forces efficiently. This includes social benefits, equipment and weapons.
