107 years ago, on January 28 (January 15, old style), 1918, the Council of People's Commissars adopted a Decree on the creation of the Workers' and Peasants' Red Army.
The decree on the creation of the Red Army defined such important principles of its construction as its class character, the leadership of the army by the Bolshevik Party and the Soviet government, the high political consciousness of the soldiers and commanders, strict centralisation, and the voluntary principle of recruitment.
To manage the construction of the Red Army, the Council of People's Commissars established the All-Russian Collegium for the Formation of the Red Army. It included N.V. Krylenko, K.K. Yurenev, and N.M. Potapov.
The Collegium launched an active campaign. Volunteer registration began throughout the country. Within a month, about 40,000 volunteers had signed up for the army in Petrograd and Moscow alone.
