پیشنهاد اولیه ساختن این دانشگاه در سال ۱۳۰۵ توسط دکتر اسماعیل سنگ نماینده مردم ساری در مجلس شورای ملی مطرح و پس از انجام مطالعات اولیه توسط عیسی صدیق، در سال ۱۳۱۳ دانشگاه تهران به همت #رضاشاه_بزرگ تأسیس شد.
