今天带娃去del mar海边玩耍，停车后在parker smarter app上付了2小时停车费（图一）。可是回到车上时发现罚单一张（图二），看了一下时间，我的付款在2：06，罚单是2：26开的。于是按照罚单上的网址去申诉。蹊跷的事情来了：点击了contest citation按钮后填写了一些基本信息和上传图片，这是页面显示需要新注册一个account，并且提交信用卡号但不会扣款。由于在申诉的页面有一项条款是如果初次申诉后还需要提交hearing申请，如果此时罚单到期的必须先交罚款，所以我认为是政府先…
