Telegram channels enable users to broadcast messages to multiple users simultaneously. Like on social media, users need to subscribe to your channel to get access to your content published by one or more administrators. Ng Man-ho, a 27-year-old computer technician, was convicted last month of seven counts of incitement charges after he made use of the 100,000-member Chinese-language channel that he runs and manages to post "seditious messages," which had been shut down since August 2020. Members can post their voice notes of themselves screaming. Interestingly, the group doesn’t allow to post anything else which might lead to an instant ban. As of now, there are more than 330 members in the group. Judge Hui described Ng as inciting others to “commit a massacre” with three posts teaching people to make “toxic chlorine gas bombs,” target police stations, police quarters and the city’s metro stations. This offence was “rather serious,” the court said. The initiatives announced by Perekopsky include monitoring the content in groups. According to the executive, posts identified as lacking context or as containing false information will be flagged as a potential source of disinformation. The content is then forwarded to Telegram's fact-checking channels for analysis and subsequent publication of verified information.
