То, что стихия виновата это - понятно, но зачем тогда в принципе дамбы строили да и ледяные заторы раньше довольно эффективно взрывали.

Человеческий фактор разгильдяйства и некомпетентности однозначно присутствует и важно даже не виновных найти, а сделать выводы на будущее иначе все будет повторяться.
