В противном случае Многонациональные силы(МНС) (международная коалиция стран) получали мандат на проведение военной операции против Ирака. Ирак требование ООН выполнять отказался.
Еще до этого для Саддам пригрозил, что если МНС введет войска, то он подожжет нефтяные скважины. И он оказался человеком дела.
