Telegram has announced a number of measures aiming to tackle the spread of disinformation through its platform in Brazil. These features are part of an agreement between the platform and the country's authorities ahead of the elections in October. The creator of the channel becomes its administrator by default. If you need help managing your channel, you can add more administrators from your subscriber base. You can provide each admin with limited or full rights to manage the channel. For example, you can allow an administrator to publish and edit content while withholding the right to add new subscribers. To upload a logo, click the Menu icon and select “Manage Channel.” In a new window, hit the Camera icon. Those being doxxed include outgoing Chief Executive Carrie Lam Cheng Yuet-ngor, Chung and police assistant commissioner Joe Chan Tung, who heads police's cyber security and technology crime bureau. Among the requests, the Brazilian electoral Court wanted to know if they could obtain data on the origins of malicious content posted on the platform. According to the TSE, this would enable the authorities to track false content and identify the user responsible for publishing it in the first place.
